Fleecing the Hidden Emperor

Ian Sterling, Magistrate of Clearwater County, claimed poverty. Emperor Li Shimin, investigating in disguise, found Clearwater prosperous. He then witnessed Ian Sterling collecting 'Audience Fees,' frequenting The Pleasure Quarter, investing in gambling dens, and openly taking money to recommend officials. Li Shimin discovered this 'corrupt official' hid a secret plan to save the county and its people. Ian Sterling had no idea the rich merchant he was fleecing was the reigning emperor.
